The 51 children are registered as being abroad or on an "unknown stay". They have not been granted any alternative schooling; we simply do not know where they are.

It’s the municipality's responsibility to ensure that all children who have compulsory school attendance are in school. Last year, the Municipal Audit carried out a review. Kristianstad Municipality has serious shortcomings in certain areas.

The criticism mainly concerns students who are registered in the municipality but are not placed at any school. During the autumn term, there were about 51 students who were considered to be abroad in an "unapproved manner".

”Then we simply knock on the door and try to find out where the child is. Sometimes we know nothing more than they’ve disappeared. Then we try and identify that the child is not sitting at home or is still in the municipality”
Kenth Olsson, Head of the Children and Education administration

The auditors consider this to be a serious shortcoming - there is a risk that students are registered as being abroad or outside the municipality, but they may still be in the municipality.

The Children and Education administration has now made a list of measures. Among other things, to ensure consistency of the census with the student register twice a year, the principal must take greater responsibility for checking where students are located. In addition, politicians will get audits twice a year.

Kenth Olsson, Head of the Children and Education administration, believes that the administration has always done what it should be doing, that there are clear procedures for how the school should act when a child no longer attends school.

”If the school doesn’t locate the child, a cause of concern report is filed to the Work and Welfare administration. "That is where our responsibility from the school ends," says Kenth Olsson, Head of the Children and Education administration in Kristianstad municipality.

– Then we simply knock on the door and try to find out where the child is. Sometimes we know nothing more than they’ve disappeared. Then we try and identify that the child is not sitting at home or is still in the municipality.

If we’re not successful with this then we report it to Försäkringskassan (the Swedish Social Insurance Agency) and Skatteverket (the Swedish Tax Agency) who take over.

– We also file a cause of concern report the Work and Welfare administration (arbete och välfärdsförvaltningen). That is where our responsibility from the school ends.
